Sotiris Kyvelos was born on 12-11-1983 in Athens and graduated from the Law School of the Aristotle University of Thessaloniki in 2005. In 2008 he received a Master’s degree in Public Law from the Law School of the Aristotle University of Thessaloniki and in 2013 he was awarded a Doctorate in Administrative Law of the Aristotle University of Thessaloniki Law School with the grade “excellent”. He is an attorney-at-law, registered at the Thessaloniki Bar Association since 2007 and since 2017 he is a paid legal advisor at the Municipality of Kordelio-Euosmos. He has taught the courses “Administrative Law”, “Administrative Science”, “Urban Planning Law”, “Civil Service Law” at the Law School of the Aristotle University of Thessaloniki as a research associate and with the Decree 407/1980 at the rank of assistant professor, while since 2010 he has been teaching in a private school to candidates for admission to the Administrative Direction of the National School of Judicial Officers. From 2012 to 2014 he was a scientific collaborator of a member of the Hellenic Parliament. From 2014 to 2019 he supported the Rectorate of the Aristotle University of Thessaloniki, the year of 2024 the Rectorate of the University of Thessaly, and the years of 2025-2026 the Rectorate of the University of Western Makedonia, as a research associate on administrative law issues. He has been a member of the teaching staff of the National School of Judicial Officers since 2018. He has authored the monographs “Administrative and Judicial Protection in the Award of Public Contracts” (2022, 2nd edition, published by Nomiki Vivliothiki), “Deadlines in Administrative Litigation” (2020, 2nd edition, published by Nomiki Vivliothiki), “The Appeal” (2016, 2nd edition, published by Sakkoulas). He has participated in collective scientific works, has authored more than 150 studies and commentaries in legal journals (Administrative law theory and practice, administrative trial, Armenopoulos etc.) and has participated in a large number of conferences and workshops as a speaker. Since 2019, he is a scientific collaborator (for the administrative law column) of the journal “Armenopoulos” published by the Thessaloniki Bar Association.

As a scientific collaborator and an adjunct lecturer, Dr Kivelos has taught at the Law School of Aristotle University of Thessaloniki the modules “Administrative Law”, “Administrative Procedure Law”, “Administrative Science”, “Administrative Economic Law”, “Urban Planning Law” and “Civil Service Law”, while since 2010 he has been teaching at a private educational institution to candidates for admission to the Administrative Division of the National School of Judicial Officers.
At the Law School of York Europe Campus, he teaches the courses “Administrative Law,” “Administrative Procedure Law”, “Tax Law”, “Lawyers’ Code and Code of Conduct” and “Composite Applications in Public Law” as part of the undergraduate program titled “Greek Law with Common Law,” and the modules “Business Tax Law” and “Procurement Law Issues” as part of the postgraduate programme titled “Business Law”.

His research interests lie in the fields of Administrative Law, Administrative Procedure and Administrative Economic Law.
