Dr. Dilay Çelebi is a Senior Researcher at the South-East European Research Centre (SEERC) and Professor of Business Administration and Economics. Her research focuses on logistics, supply chain management, transportation, and operations planning and modeling. She holds a BSc in Industrial Engineering from Middle East Technical University and a PhD in Management Engineering from Istanbul Technical University (ITU). Her doctoral dissertation, “Stochastic Lot Sizing in a Centralized Distribution Network,” earned the 2008 Doctoral Dissertation Award from the Council of Supply Chain Management Professionals (CSCMP).
Dr. Çelebi has served as a leading consultant for major international organizations such as the OECD’s International Transport Forum and The World Bank, advising on transport and logistics strategy and planning. She brings over 15 years of university-level teaching experience, having taught production management, decision analysis, and logistics across institutions including ITU, Boğaziçi University, Eindhoven University of Technology, FOM Hochschule, and Maltepe University.
